No, Keitaro tried to befriend everyone even before meeting Inori. The entire plot would be the same even if Inori didn't exist.

See Kijima here. It's later revealed he's Polaris and Keitaro was ready to insist on befriending him even before learning about his background. Basically, if it weren't Inori, it'd be any other Polaris member.
