I haven't started Izumi Cure yet. My opinion on the routes so far:
Yuka - Great route. Fully enjoyed it.
Saki - Okay route. It did the obvious things well, but wasn't very special.
Haruka - Terrible route. Although the character development in the first half was great, the rest of it felt forced, unnecessary and poorly executed.
Kurumi - Pretty good route. Not as good as Yuka's, but remained interesting the entire way through. The end of the first half and the start of the ending were terrible due to poorly executed drama, but other than that it was very good.

The fact that Yuka route was my first route might have influenced my opinion; the whole 'traveling back to the 1st' thing was completely unexpected and new to me back then. Even so, after reading other routes, I feel that Yuka's route was the one that did the 'changing history' part best.

Character-wise, my current opinion is:
Saki > Yuka >> Kurumi > Haruka >>> Izumi
(If you want to include male characters, Makoto is inconsistent personality tier and Okuhiko is punch in the face repeatedly tier.)
