I like to imagine that Iku lives in a floating house made entirely of clouds, watching over Gensokyo from above. Like a sort of Yukari who zaps naughty girls with lightning instead of hitting them with a parasol.

Seiga isn't as dangerous as some other residents. Considering that Yuuka can turn flowers into weapons of mass destruction, she's also pretty frightening, and Suika could probably accidentally the entire human village in the blink of an eye. Not to mention Yukari, Tenshi, Utsuho, and the vastly superior Yuyuko (she can turn the people she kills into servants as well). Along with that, there are others with the potential to wipe out the population of Gensokyo, such as Nitori, being able to create floods, Aya and her hurricanes, Wriggle and her ability to zerg rush everything and cut off food supplies to everyone, Komachi and her control of distance, and Flandre and her everything. Being able to create a zombie hoard is nothing to scoff at, but it isn't something that you should be overly afraid of in Gensokyo.

Oh, and then there's pic related. Iku has the potential to fuck everyone over, since ZUN never gave a cap to her power.
