It's because it's not? When that skin was revealed on the JP stream they showed the actually censored CN version and the not censored JP version, and literally everyone, both the people on the chat and the people on the stream said they preferred the CN (censored) version because it looked cuter.
Then when they announced the skin on Twitter they said that after some consideration they decided to change the version since people preferred the other one.
You may have a point with the censored license plate on Bache maybe.
