I think A4 or A5 might bring expectations that there would be some form of story to those scenarios, which would be hard to do given that PC98 had pretty lackluster story, every game intro being "The hakurei shrine is full of youkai, go beat a nigga up"
The main issue is that ZUN has shoved his first 5 games into the foster home that is not being relevant. He doesn't talk about them, and brushes off their relevance whenever he does.
It would be damn near impossible from a writing perspective (not to say that they really put in much effort, it's so mediocre that I stopped caring a few months in), and it's not really popular enough that they could make money from it even if they did try. Only a few people would be interested in any of the PC98 characters, probably just Elly, Mima and maybe Kurumi or one of the 'Tsu sisters, assuming they even got that far. LLS is the most robust in terms of character likeability, MS only really has Alice, Yumeko and Shinki, and that's kinda being generous, SoEW and HRTP don't count, and PoDD would be a NIGHTMARE to string together.
TL/DR, PC98 isn't popular enough to warrant the investment that grining them back "properly" would bring, and remains on the niche end of Touhou in general, far removed from the reddit memes and the discord fumos.

PS: How long has that art of Mima been leaked for? Do you think they comissioned it in case they just wanted to be sure they could do *something* with it if it came down to it? or did they put it in there intentionally to bring speculation?
