Most of it is still accurate except the character part. We've gotten so many new swords that outclass all the old UR in both kit and survival. Tsuda for example still has a great and balanced kit but compared to a new UR which lets her make the player and their teammates immune to all damage tsu-chan just doesn't hold a candle to her.

Also the guide fails to mention that medium and small swords have a damage cap at 6500 attack while large and slower swords have the cap set at 5500 attack.

Here's an old tier guide that might help you get started it's still pretty accurate but missing shit like the vice commander which puts even the SSS tier girls to shame. Also it's a good time to reroll today since every limited is available today. It's a shame this game isn't as popular as it was while back it's really come a long way and improved alot.
