That's pot, isn't it?

Alcohol doesn't work as a drug for everybody, and the people it does work for, it just turns them into stupid jerks until it wears off. There's no real enjoyment or any other human perception of anything involved, just self-reinforcing behavior.

Alcohol used as a party substance just amplifies whatever's already there, be it joking around or enjoying waving one's arms and legs around and calling it dancing, or whatever thing. There's usually some overlap between the "party" and "drug" side of things, but not so much that the stupid party kids all wind up having to attend alcoholics' meetings or whatever.

So short answer is: it depends a lot on what you're doing on/with it.
