Nah, that's just a completely fourth wall breaking segment. The Tea Party in Umineko episode 1 was meant to make people think it was a similar thing until Beatrice appears and then it's clear the plot is continuing in those scenes.

Bern also briefly talks about the Higurashi cast parties in the post-credits part of Last Note of the Golden Witch.
