Actually, crows are pretty close to the top of the food chain. Their only significant predators other than people are the larger birds of prey, and they can even fight those off fairly often by ganging up on them. Since crows eat the same things we do the only effective solution is population control, like we do with deer and rabbits. It's not good for anybody if they break way out of their carrying capacity.
