At that scene, Sakura stopped wanting the world to die.

The actions of the Shadow were (mostly) out of her control; the only person she killed who she actively wanted to kill was Shinji and Zouken (and Hassan if he counts).

Dark Sakura gave into her whims of dreaming about murder now that she had the power to.

But she never had the chance to go out and murder everyone, and she very much didn't WANT to when Rin "died".
