They could use sounds like white noise, there's also special machines called quantum RNG (pic related) but I doubt they use either of those since there's always some kind of deviation and biased results in the information, but that also could be explained with the fact that in nature numbers aren't truly random and consciousness could be a reason for it, that would mean desire sensor is actually real but not the way we think about it.
