I mean, she wanted to do it, but she didn't have courage to stand up to her family for it.

The whole Teppei scenario is really odd if you start thinking about it though. If she can send a random bike gang running, Teppei entering in Hinamizawa is something that should never happen, especially since she knows he's coming.

Also, an action that she takes that is portrayed negatively is her attempt to hide the curse deaths in Onikakushi and Watanagashi (while she outright tells Keiichi about them in Tatari).
