Nah, this is the DMM games ranking page. All the filter options are specific to gacha games. It's definitely not a leftover option from other sections of the site.

Also I checked archive.org and the language thing isn't there 6 months ago so it's definitely a recent thing:

So yeah, they SPECIFICALLY added that language filter recently. DMM won't do that for no reason.
DMM also put the games' language prominently below the genre, which means they're serious.
