You reminded me of Dark Heresy and it's sequel games. I'd prefer a system like that for Touhou. Fun and brutal. As in don't get attached to your character brutal. Despite it being edgy the game is also hilarious to play half the time because of all the stupid shit that the players do. That plays nicely into the more comedic side of touhou. Only problem is any game master would need to do a lot of heavy lifting when it comes to lore/setting because 2hu is so damn shallow and bare bones, even if you dont compare it to bother settings. Best thing to do would be use a mix of canon lore, headcanon and eastern mythology and history.
