I always felt Yuka herself has a affinity for flowers, but isn't herself one with flowers. Her strengths are more those of a generic youkai only supercharged due to experience and age, her actual flower powers are practically pointless as though she's just a youkai that loves flowers.

Though there is a lot to be said about her actual nature. She is described as a flower youkai and her moods seem connected to the seasons as well, though it's never really cleared up as she often gets described as just a strong youkai that loves flowers and not a flower youkai who became strong.

I prefer the idea that for once it's not that this youkai is part of her element, but that she just has a keen interest and love for flowers.
