It does not have that effect. It doesn't help good threads. This is evident by /jp/ in its current form. There is a lot of room--ten threads can be at the front page at a time. On /jp/ its not much of a hassle to go to page 1. One thread being there which will drop in a minute or two doesn't hurt anything.

I've been in a situation where I've seen active threads on pages 4 and 5 because people are saging them. That should not happen. If a thread has activity, let everyone else know.
