Do you mean Amusement Makers? I don't think so. Yuuka was a PC-98 character and now she's in Windows games. Unlike Reimu, Marisa and Alice, Yuuka's design is still the same.
I think Yuuka can be considered a Windows era character. She was playable in PoFV and did a cameo in HM. Only two appearances ikr but there are other characters with just a few appearances in games and Yuuka also did other cameos in official comics so that means ZUN haven't forgotten about Yuuka at least, she's a proof about PC-98 characters are still alive.
I think ZUN is just lazy or something, it doesn't seem like ZUN had copyright issues with his own characters.
