Not him, but rose guns days is my favorite one as well.
Reading about prostituition, organized crime and corruption just gave it more of a sense of realism to the story to me compared to the usual fantasy darkness, I really felt the plight of the 11s in that one.
I also really enjoyed reading ryukishi's takes on the cultural differences between the chinese, japanese and american people, and the characters were more charming to me than the wtc entries.
