Well, for starters, her being "goddess of Hell" isn't an official position so much as a title for being one of the strongest beings in a place where "might makes right" is the rule of law. She doesn't have any actual dominion over Hell beyond being strong enough that nobody can stop her from doing what she wants.

As for Hades, he's the god of the Underworld in general, of which Hell is merely one part. I imagine it being like the difference between a regional manager of a company versus the CEO.
