The easy route is to find a plush artist doing adult commissions and pay them an arm and a leg for it.

Slightly less easy is to buy a midna body suit from AliExpress in the dimensions to fit your doll or torso and then make your own head or commission a head from a fur suit maker.

More then likely I will pick a character who already has a nice plush head like Isabel or rouge and make the body using a generic zentai suit heavily modify it to fit the torso and make arms and legs from carved foam rubber.
