Probably because port forwarding. In fact, what you are doing is creating a server, and that's something possible for some people, and impossible for the rest, like me.

That's why LAN networks always works. You don't have to create a server in the internet, you play on a local network, which is easier because you don't have to care about port forwarding or shit like that. Just connect to the machine you want to play, maybe make a few exceptions in your firewall if you have one, and everything is set up for a match!
