Because that graph misses a very important gap between the 2nd and 3rd stage. Random people dont just start playing a random game on the internet, even in green talks about it. The hobby has to be mainstream enough that someone completely unrelated would watch it on twitter and consider giving it a try.
Gundam, classic tokusatsu or salafists dont have these issues because they're niche enough that they go unnoticed, so you dont have a stage 3.
Without trying to get into pop politics, if you know why pepe the frog is called "pepe", you know the central reason behind nu/pol/.
Similarly, hololive is in stage 4/5 because they got EN, Gura was a massive hit on twitter and it became roughly acceptable to be "into vtubers" online.

As an extra point, "jihad cool" is a thing that most western people dont know about. Similar to gangsta rap, latams aping drug cartels, or RWDS larping, a sector of MENA teens romanticise anti-western terrorism.
Its niche enough that it remains in stage 2, but it is a thing.
