It needs AS. That said, Jet's can't be used for cut-in so the only one who could cut-in was Sara. Doesn't change the fact that with 3 CVs you should always get AS, I was getting AS every time when doing it. I'm inclined to believe the dumbass believes you can use AACI to lower the enemy fleet's air power before AS is determined, which isn't the case.
