So I had fun fandom theorycraftt and I dediced to write on how the scariest youkai came to existence.
Sorry for "surprise boxes", had to do it to keep at least some consistency in sentences.
(pls no bully for grammar and interpuntction errors I probably done too many)

Patchy decided to do science by mixing Rumia's and Cirno's blood together.
Since the experiment failed to do anything Patche decided to throw it out by herself instead of asking Sakuya, she spilled some of it around Reimu's and Remilia's battle.
Most of (hardly visible with Rumia's ability) blood puddle happened to be where Remilia and Reimu were fighting, and by sheer coincidence a few drops out of Remilia's bruises blood landed on the odd mixture. Vampire's blood being highly regenerative put with Cirno's feature as a fairy to be literally and importal "brb respawn" immortal punchbag made things go forward where Patchouli failed. As the unholy mixture happened to be where Meiling left and lost her umbrella (she used it to guard and not get soaked during rainy days). Partially soaked Meiling's umbrella managed to develop basic and odd youkai traits along survival and protective instincts to shelter and hide away it's own blood-kin keeping away from danger from other youkai. As it's only tactic upon confronting one was trying to scare them looking miserable and silly, bullies mostly went away not wanting to be licked all over overzied tongue, this is why Kogasa is trying to scare everyone while it has polar oposite effect, because she's so cute everyone wanted to take her home or just bully for fun. Before getting herself named Kogasa was found and invited to Myouren Temple by Byakuren Hijiri that despite wanting to unite humans and youkai (which for good reason thanks to her experieces sucessfully baited Kogasa), as she was doing morning errands around the temple, surprisingly finding a what she thought abandoned, child "Ko" "Ga" (i am) "Saaa" (as in: "I wonderi" or "not sure". Asking herself basically "I wonder who's this child is", while by sheer situational thing of Kogasa becoming "Tatara" as she happily repeated eagerly sweeping Yamabiko's sounds and noises. who was going all around repeating it over and over but in different way.
And so Kogasa came to existence and out of Youkai Forests's obscurity being another unnamed and hidden youkai. O shi mai.

They can't. Touhous will die if their hats are removed, but will only have epileptic seizures if they remove pieces of their clothing. The only exception is if they are appearing in a new canon piece of work such as Silent Sinner in Blue.
