I think it's a little more nuanced than that--pre-2010s internet had a lot more smaller communities, it was more distributed, so a place like 4chan became a place where free expression was paramount. Now the number of platforms is smaller, discourse is more heavily regulated, and indie forums are mostly dead, so 4chan became a place where rebellion (i.e. enforcing a counter-mainstream discourse) succeeded in importance over mere free expression, because those who held mainstream ideas had the whole internet to be normies on, while the oddballs had increasingly only 4chan and a few other places.

I think since 2015 that mindset of being counter-mainstream or counter normies has evolved into a more authoritarian form than 2009 4chan was. But on the other hand, if you don't enforce your board/thread culture on others, then you eventually get swept away by normies or degens that ruin everything.
