Keep in mind there's a dichotomy in Japan. If a character isn't sexualized or is only mildly sensational, they'll get plenty of sexualized fan art. La any cute character or action hero types. While explicit fanservice may only get a few notable pieces, they're too easy. Satanachia or the Senrans, etc.

While Touhou character are squarely in the conservative character design. A lot of the designs show hardly any skin. So that means they'll get a lot of attention.

To see the extreme result let's look at Konpaku Youmu. She has one of the most conservative artwork in the game. No skin, long sleeves.

The only way you could make it more conservative is if you put some form of hood on her.
