She's the big youkai boss, and youkai are cruel beings, apex predators, nothing more than glorified carnivores. At the heart of every youkai there is a wolf who knows exactly its place in the pack and who is the alpha male, and Yukari is the alpha male. So yes, Yukari is a mean bitch to her pack, but that's only because it's her very being.

Every successful Youkai does the same thing to her pack. Remilia does the same thing. Yuuka does the same thing. Only free spirits like Oni and the Satori don't, and that's only because Satori are fucked up.

That's not to said Youkai can't love or have genuine friendships. They just love the same way predators love.
