That does make me wonder if Kasen was a sage pre or post conversion into a hermit. Especially given her conversation with Yukari in chapter 35 WaHH where she thinks Kasen is still on her side of things.

I'm inclined to believe Yukari over Kasen when this matter comes up in WaHH, since Sumireko is able to visit more or less at Kasen's request in a couple chapters and help out Reimu when she's depressed. Sumireko visiting regularly comes up in Ch 34 and 35 of WaHH. Kasen tries to play it off as just Sumireko's power but Yukari is pretty confident that Kasen is guiding her into Gensokyo. Yukari confronts her over it since it starts to result in Gensokyo humans being transported to the Outside World in Sumireko's place and Kourin willingly turns a blind eye to them meeting at his shop regularly because he doesn't want to deal with any of that shit and Sumireko keeps bringing him Outside World junk.

The solution to the Humaning Away problem seems to imply that it's entirely Sumireko's decision and power to come to Gensokyo but I'm not so sure that Kasen isn't just deflecting Yukari's accusation to cover up her movements.

Regardless of if Kasen is lying or not, she is consistently meeting with Sumireko in secret at Kourin's shop for reasons we aren't entirely privy to just yet, which is why I would give her Sumireko and Reimu to Yukari, even if Kasen is basically Reimu's mom.
