the field of parallel processing is still young in the ciconia universe, so the AOU government wouldn't immediately begin manufacturing just females just because research seems to indicate that they have higher levels of P3. what if five years later technology advances and males interface better with the new system? also you have to remember that AOU is progressivism land, they probably have laws insure there are always exactly 50% males and 50% females in any area.
