I was in the same quagmire and found the solution now I feel like I'm progressing considerable toward N1.
1: Make a Japanese Twitter account: it forces you to write things and learn words about difference subjects
2: Read books: This is where you put the most effort and where most people fail. Aozora is a great resource as it includes a lot of free shit. Also 1101.com has a lot of free reading material.
I recommend writers such as Kenji Miyazawa or Ryūnosuke Akutagawa.
3: Consistency: Set up a fixed schedule for yourself. For example I make sure to read at least one short story or one chapter of some book every single night before I sleep. Reading news is also good.
4: Once you feel like you've set up a base for N1 in your mind, it's time to cram N1 example tests.
