Certainly, but it should fit the history of the MGE world as we know it. Your version seems to be forgetting a key factor.

Namely, the ancient desert kingdoms were built before monsters existed/were dangerous. They were destroyed by an apophis (likely the first Mamono Lord) and its army. After that they lay in ruins, abandoned by all save for a few monsters loyal to the pharaohs. So there was no period in which laborers would have had to deal with monster attacks, save for that time of war when most everyone got annihilated (at which time trying to build monuments would have been the last thing they were trying to do).
