Of course smallhop is broken, it makes you much harder to hit without needing much effort to do. Why does it needs to be fixed? I use it myself and it's one of the reasons CB is fun for me. For balance? gb2/v/ tourneyfag

You can exchange your UC for RT and UC is gotten from mission/quest/arena. So yes. The exchange rates may vary, sometimes they hold events which makes it pretty cheap.
