Are you using hamburger packs for your meat? Gyudon uses the ultra cheap sorta asian beef, the ones you see in asian hotpots. They're thin, streaky and pretty fatty/chewy. Not exactly flavorful either from the ones I've had

The combination of the chewy beef and onions in the sweet broth and rice makes it surprisingly delicious and filling
