The reason doesn't really matter much. Larva was initially depicted as just a fairy with the power to throw scales around and unbeknownst to her producing doyou from her back door, but the manga went out of its way to make her stronger, in contrast to most everyone else. Even Clownpiece got a nerf, since she went from a seemingly pretty strong opponent in LoLK, to notably being terrified of Reimu and royally getting her ass kicked by an Okina who wasn't trying at all, to having Hecatia proclaim her to be strong and not just by fairy standards. There's just no reliable frame of reference to her.

The really weak characters seem to get buffs, while the overpowered abilities of the stronger ones get more restricted (if their name isn't Flandre) and generally put closer to their mythological inspirations where a sufficiently capable human would be able to kick their ass.
