She's more like an accomplice then the actual culprit that would be Keiichi, and to be fair to her if Keiichi doesn't act then Kisaku will be the one to murder him. The only thing she's doing is choosing the man she loves to protect, Kisaku will kill Keiichi and that Satoko will not allow she he must be disposed of.
