Just ran a test by equipping the Rankis on Kai and you're absolutely correct. Wonder if my memory is playing tricks on me as I could have sworn there was a time where it did. Well at any rate you're right that you can't seem to crit attacks during timestop actions.

Since you can't crit during timestop my damage predictions with timestop are off and need to be significantly reduced. My conclusions though are still correct it seems. Martial arts still does the most damage and is more consistent out of the three. I think two hand is capable of hitting for 2 million without timestop. With a 5 action timestop damage can get up to 6 million now that I know you can't crit within timestop. So two hand still can out damage MA if you luck out in attacks but the lead it gives isn't as significant as I thought prior. Since MA can do 3 to 4 million in one turn it can probably still come on top due to the proc rate of timestop. Still two hand is still in a good place damage wise.

My only concern now is with dual wield. Since you can't crit within timestop it's damage isn't really anywhere close to MA or two hand on a non mutant. For dual wield to shine I'm going to guess you need to be a mutant. Specifically something like a Hekatonkheires
