The official stuff? I don't know, ZUN said he would continue to make games as long as he finds it fun to do so. But with all the stories of ZUN admitting to rushing things, him saying he felt lonely during WBaWC crunch time and the general quality of the games (amount of bugs/generic and uncreative danmaku), it seems he's beginning to run out of steam. Of course I hope that's not the case but I think it's likely that he'll retire from making games after releasing Touhou 20. He'll probably still be writing manga/books and releasing his own music CDs for a while after that though.

As for the fandom, it's true that doujin attendance has been steadily declining for years now but fan art production is as high as ever. The Western fandom has boomed with many new fans over the last 5 years and apparently Touhou is really popular with school-aged kids in Japan. If ZUN really does stop making games in 5~8 years then I'm pretty sure there'll still be a good amount of content for at least 10 years after that point.
