Byakuren is a psycho who's real motive is to genocide youkai from the inside-out. If peace is brought between the youkai and humans, then the humans will no longer fear the youkai and their very existence will be jeopardy.

She is using a supposedly good cause for an ultimately evil intention. This would be in opposite of Yukari, who actually does everything in her power to perpetuate the human fear of youkai to guarantee the existence of youkai, hence using an evil cause for an ultimately good intention. You can tell her heart is in the right moral place when Yukari sent the youkai that were actual threats to humans to go die on the moon, leading their demise from the inside.
Byakuren plans the same, but on a greater scale. She's even willing to sacrifice many human lives in the process.
