I'd say Tomonaga Kates are more useful, specially when you want to buff your opening strike. Having a couple of Tomonaga Kates, Tomonaga Jill, Type 2 and a couple of Observation planes give you an overall 96% chance of contact and a 82.8% chance of getting a 120% damage opening strike.

Couple that with the probability of crit that the first slot has (Muratas there), and you've got a good reason to have at least 4 Tomonaga Kates for your carriers.

In contrast you only use your Egusa Vals and Egusa Judy for your support expeditions and nothing else.

Which got me thiking, why haven't we got pic related guy yet as a named Saiun plane with +4acc (and 125% extra damage when doing contact)? Why dive bombers can't do contact? When Tanaka will make dive bombers great again?
