This is incorrect, it is possible to induce radioactivity into things, either with high energy gamma rays, neutron bombardment, or even other high energy particles like protons from cosmic rays.

Neutron bombardment is pretty straight forward, nuclei absorb neutrons, become unstable and under go decay. BAM! You've made something radioactive. This is known as neutron activation.

Induced radiation by high energy gamma rays, like those generated by most NUCLEAR FUSION reactions, is known as photodissociation. Photodissociation works like this: a high energy gamma ray strikes an atomic nucleus, bringing it to an excited state, the nucleus then decays from this excited state by emitting a subatomic particle, rendering the nucleus unstable. BAM! You've made something radioactive.
