Not personally, it is not a meta game where witches show their face. However, Bernkastel's iconography is on Warcat's emblem and Lambdadelta's presence is easily felt through Vier Dreissig (Four and Thirty) and Mitake Tojirou. (She's reusing pieces in a new game. Lazy witch.)
If you go with the logic of Higurashi as a veiled witch's game, then Ciconia is another with Lambdadelta certainly involved and Bernkastel probably involved. But by all indication, Bern is taking a more backseat roll and Lambda is playing chaos; there is more likely a currently unknown witch at the helm playing game master (Seshat's player).

Toujirou does call himself a piece, but I do not remember Seshat ever doing the same. She uses verbose speech and vocabulary, and in the end, when she uses "we", she might as well be referring to her side of the gameboard including herself and all of her pieces.
She is by far more distanced from the main plot than, say, Jestress, Toujirou or any of the gauntlet knights. She directly influences the events even less than the three kings. All of those clues, in combination with Seshat's great power over regular pieces, lead me to believe that she is very likely above that status herself.

Yeah, I liked some of the ideas thrown out by the main story. My main worry about Ciconia was that it was going to be pretty shit takes on more complex issues given R07's history of being eh in regards to that but it was surprisingly okay overall. I loved Toujirou's like shitty international information spy thing he had going on so I hope he doesn't get brained any time soon.

The Data Fragments were a lot of extra characterisation and they made me like the main squad a lot more, but I don't know if they were more exciting.
