I'm not sure /jp/ is the best place, but if any /jp/ user and SSBU owner could enlighten on their findings for Touhou related stages in SSBU, it'd be great. Thank you,

That's not a Buddha (yet). That's Avalokitesvara, otherwise known as Guanyin in Chinese and Kannon in Japanese. He/she is a bodhisattva, one who has delayed their buddhahood in order to continue working to help the people on this earth go towards the path of dharma. He/she is known as the bodhisattva of compassion. That specific manifestation of Kannon is called Senjuu Kannon (1000-Armed Avalokitesvara). The story goes that Shakyamuni Buddha (Siddhartha Gautama) was so moved by the kindness of Avalokitesvara that he gave them innumerable arms in order to help all the people in the world.
