Perhaps Mokou is just much braver than Kaguya? All of the servants and royalty with the big house and all that is probably her security blanket. Mokou's one tough human, so she can take that sort of thing, but Kaguya may be afraid of losing her status and all that it entails.

I think a lot of people buy too much into the fanon "She's a jerk who cons and trolls everyone mercilessly" crap. Especially on danbooru. Every image on there is followed by tons of post says "It's a trap!" or "I bet she's going to trick Reisen, what a mean person."
