She's 都姫ここ, former opera singer/actress. After watching a lot of Japanese tv, it's interesting how popular theater plays and operas are in Japan. I don't think plays are ever covered in American news. Well, I remember years ago one called "Hamilton" went semi-mainstream here, but that's it.
Idols often sing or act in them too. Even Perfume sang "Be my guest" in a Beauty and the Beast play. Their maid outfits were super cute.

That Russian youtube is much more lenient with copyrighted/TV content than it's Western counterparts.
