Okutama is a hidden gem, but while Nikko definitely has a more touristy feel to it, it's still mostly national tourism and not masive or overcrowded such as your tipical tourist spot in Europe, so I woulnd't leave Nikko out of a bucket list of trips from Tokyo.
It really has a lot of interesting things to do and see, specially if you happen to go during one of the festivals held there.

And back to Okutama, theres A LOT of hiking trails, around the town itself, around the lake and in the general area, a couple of them are "official", well marked and promoted such as Unazawa Three Waterfalls/海沢三滝, but really every random valley you could find has its trail with nice views, waterfalls and such.
I chose Hyakuhiro-no-taki Falls / 百尋ノ滝 , can't remember how I learnt about it, there was not much info, but the fall itself appeared on googlemaps, so I just hiked in its general direction. Now I see even most of the trail itself appears on google maps too so even better.
