She isn't bugged, but you can deal scratch damage as well as huge crits, it's a matter of armor rolls. Pic related, assuming your DD is equipped with 2 T4 sonars+3 and a T3 DC+3 you'll deal more or less this much damage to SS hime final form (~88 armor?). My calc actually doesn't support calculations for combined fleet, but ASW modifier for echelon and CF Formation #1 should be the same as far as I remember. These values may be a bit off, but it describes my DD performance quite well.
