I have thought that SDM crew got into Gensokyo via Makai, as both the mansion and Makai architecture use red tiles, and have overall a Western feeling to it. Similarly to Byakuren, the mansion was sealed away to Makai, from somewhere in Japan. Then, after the incident in Mystic Square, Makai residents were able to enter Gensokyo for a short time enough for some of them to move to Gensokyo. This is when the SDM moved in.

As for how Scarlets and Patchouli ended up in Japan, no idea. Scarlets could've been part of some European family that moved to Japan in Meiji era. Patchouli followed them as their "home doctor" to help them as vampires. Then Meiling and Sakuya joined to crew before they were sealed away, as the crew was seen as evil and malicious. Their original mansion could've looked different from the current one, with the red Makai tiles being adapted to it afterwards. Koakuma could've joined the crew in Makai.

As for how SDM was able to be teleported to Gensokyo, no idea. SDM crew has had the most plotholes in the whole series, so they are just waiting to be filled up. (This post ended up as a headcanon pretty fast)
