The order is never shown as incompetent, just out gunned, It's out right said that lescatie was a threat that needed removal and that the only reason most of the heroes lost is due to the raw power their enemies possessed

And for the Thousandth time If humanity wasn't allowed to win against monsters, KC would not write Lizardwoman/salamander/orc/highorc/ogre/hinezumi the way he did. Nor would ANY of the maidens be considered "heroes" if they had no wins to their names

MGE is, and has always been a "fuck you, the monster side wins" sure you can and the drama and intrigue all you want, but at the end of the day its not really set up for you to think about how the order functions. You're not here to save the female knight, you're here to see her grow horns and wings and then start a relationship with her that has a VERY ACTIVE SEX LIFE. You're not here to think about how best to defeat the undead army, your their to fondle the tits of the lich that leads it.
