You can also level down your whole squad if you want to, like for a VS battle set-up. Can't select each character individually. Not sure how the game determines the exact stat changes though. You could technically select really weird stuff, like bringing 6 characters and reducing cost by 4. It will still reduce the stats of everyone even with that.
