Generally not, in cases where youkai are actual physical beings, distinct creatures that consist of some metaphysical material.
For youkai that are manifestations of phenomena that have no physical form, the ability to take different shapes is less limited. Although those youkai are generally the less intelligent and singleminded ones, and thus find no value or interest in changing their usual forms.
For example, the sunekosuri, the youkai of the feeling that something is brushing against your leg when you are absolutely certain that nothing really is, always manifests itself as some variation between a mustelid and a small cat.

Science may say corvids are the smartest, but when it comes to folklore every culture has its own claim to the "best" bird. For example, Lakota mythology claims the American linnet as the "best" bird. Smart enough to have bested the eagle - the strongest of all birds in the very same mythology - in a test of stamina, and still honourable enough to forfeit the victory because he didn't win fairly.

Then again, the moral of the story is to do your best with what you have and destroy your enemies by making them your friends, not bird intelligence.

Everyone in Gensokyo actually wears glasses, since bright danmaku damages their eyesight. Zun just doesn't like them, so he skips them in his drawings.
